As you may know Shimla was the summer capital of the British Raj, so it seems "natural" that they architecture be victorian/european. Furthermore, from Wikipedia "Shimla is dotted with monuments; imposing buildings with an Victorian aura and often referred to as the hallmark of British rule in India"
the architecture in these places is quite european.. where are you?
